No, pulling on any hair won't make it grow faster ... but you may be 'pulling out' hair that could make it 'look better' if you aren't pulling 'too hard' so that you only 'pull out' the hairs that would 'fall out' normally ... only TIME PASSING can make your goatee 'grow' ... but if you want it to 'grow faster' then you should be eating a 'good, healthy diet' and make sure that you don't have a 'disease' that can cause your hair to 'break off at the root' or 'fall out' like Hypothyroidism. If your goatee doesn't seem to be 'growing' very fast, then you might want to go see your doctor and have some 'blood tests' to make sure that you are 'healthy' and can 'grow hair naturally.'

umm yer if u pulled it for a hour and a half before going to bed it will grow 2 cms in the night!]

No, but it may grow faster if your massage your chin for a few minutes a day to increase blood flow. No joke.
