The reason DSL carriers won't let you cancel your landline phone account has nothing to do with technology, but everything to do with marketing.

Qwest is probably one of those who's worried that their landline service base is being cannibalized by the proliferation of VoIP, so either they'll let you drop their landline over their dead body, or make you pay a severe penalty for doing so, either through a hefty cancellation fee or raising your DSL fee by $20/mo.

I suppose you can threaten them by saying you're going to cable modem, but I figure they'll let you walk, thinking you'll miss having 768 kB DSL all to yourself after sharing 5 MB w/ your neighbors on cable modem.

phone companies now offer "dry DSL" it is DSL with out subscribing to a voice line... I do not know about the companies policy of just canceling the voice side of your line, but as far as new installs, they dont discuss or promote this much, as they would rather get you to purchace phone service with them.. the rate for your DSL will go up with a DRY DSL plan... it may be easier/cheaper to drop to the completely lowest calling plan (like a pay per minute) that your phone company provides (proballay 8 or 9 bux plus taxes and fees) you may find that this is equal to (of possibly) cheaper then the DRY DSL rate... and if for nothing else you have the line available in an emergency situation (as your cell and voip arent going to work very long if at all in a power outage)

In order to keep DSL, you will need an active phone line. The DSL works through the phone line. You can change over to cable internet, if available, and get an VOIP service. This is the only way I know if you want to keep the internet. A wireless line may be available in your area as well.

AT&T made it impossible. First, customer service would say that I had to have their phone service to get their DSL. Managers would say that my DSL was combined with my calling plans, which was why I got a good rate for DSL. If I went to dial tone only service, the DSL price would jump higher than cable.

Qwest is a little different, because they were never a monopoly. They may offer services in different ways than AT&T did.

The best way to find out is to call and ask!
