Green chilies are under ripened, and red chilies are ripe. Using red chili powder in a recipe calling for green chili will alter the taste considerably.
Good luck

The difference between a green & red chillie is in the stage when it has been harvested, green chillies are a stage before the chillie ripens to a red colour, this is then harvested, dried & later powdered or wet ground in some homes for use within short periods, the dry powder is the one that can be stored for several months in an airtight dry conatiner. If you are prepared for a slight difference in flavour & degree of hotness ,these two are interchangeable when in a tight spot. The taste will alter a bit but will not markedly change the outcome of your dish.

Green chillies are unripened red chillies. I happen to use these two interchangeably. Generally speaking, the actual chilli is better than using the powdered version, but I guess they would taste about the same. If that's all you have, then I say go ahead and use the powder. What dish are you using this for anyway?

Greens are better for flavor. Reds are hotter than greens. The actual chillis give a much better taste than powders or pastes.

Red chile powder is made of dried red chiles, which are mature green chiles (anaheim type), The green chiles are fresh, roasted chopped vegetables and the chile powder is more of a spice. You can substitute but will need more liquid such as tomato sauce or stock, depending on the recipe. The flavor will not be the same, though it will be spicy and can be good if the substitution is skillful.
Really, better just go get some green chile.

It will make a huge difference !!! You can use fresh green chili or canned. Canned is a lot easier and just as good.
