It's a lot easier for me to handcuff someone in front. It's a lot easier for them to get ahold of something and use it as a weapon too.
Thus suspects are handcuffed behind the back to make it harder for them to function. I don't have to watch anyones hands if they can't use them to hurt me.
Handcuffs are not comfortable. They are not intended to hurt just immobilize. They should always be checked for fit and double locked to prevent tightening

People are handcuffed behind the back to put them at the most disadvantage if they tried to fight or escape. As far as seeing their hands the person is supposed to be completely searched right after the handcuffs go on to include anyplace they can still reach. Yes, handcuffs are very uncomfortable and do hurt. That is why it's best to never be in them unless they are pink and fuzzy.

If the handcuffs are placed with the hands in front, the person can easily fight back using his arms as a trap or in a restraining embrace against the person making the arrest.
Hands with handcuffs at the back could not be easily lifted over the arrested person's head to be used in causing the arresting officer any harm.

Behind the back with palms out and thumbs up. Thats is how they should be cuffed. This is for security reasons. If the officers are doing proper pat downs there will be little to worry about. if you cuffed in front it is easier to resist latter, and fight, run, what have you.
As to if it hurts, well its not comfortable... but it shouldn't hurt if your not actively resisting.

There is less mobility with your hand "tied" behind your back.
Handcuffs have a ratchet action which be tightened to suit the size of the wrist.
Have you noticed that the police are also using plastic "tie straps" which are quite effective.

it is harder to use the hands while behind the back however there are ways of cuffing them in front but it is easier to apply the cuffs behind the back as that way as you are out of their fighting arc while you are applying them

They do it so the people cannot use there hands. If you are handcuffed in the front you can do almost as much with your hands and arms as if they are free. kind of pointless.
yes it would be easier to hand cuff them in front of them, but that would also make it easier for the criminals to escape and or fight them.
