No, you need to bring a photo for your passport with you. I don't know if you can have your passport photo taken at any USPS, you have to bring your own at all the post offices around here. When I got my passport recently I went to a Walgreens to have the photo taken. They just lined me up against a wall and snapped a photo. Check around, I think a lot of places that do on-site film developing do passport photos too.

Some but not all USPS facilities that accept passport applications will do the photos for you. Kinko's will do them for less.
