It would depend on the casino, but most casinos have a signup desk. Get a casino comp card so they can keep track of your play as well. You should usually buy your chips at the cashier, but can buy them at the table. If you lose all your chips you can rebuy more at the table. If you have to get up to get more money or go to an ATM, ask them to hold your seat and they will. If you have to go to the bathroom and you have chips, leave them on the table and go .. you cannot remove any chips from the table unless you want to give up your seat.
Most people tip the deal $1 on pots of at least 10 dollars, and sometimes 2 or 3 dollars on extremely big pots. Most people do not tip the dealer for hands they lose. Most people tip the waitress 1 dollar for each drink she brings you.

Hope this helps

There are managers of the poker room that will set you up with a seat when you get in there. You just give your name. If it is full, you wait until you can get a seat. You can buy more chips right from the table by requesting service from the chip runner. The dealer can usually call one over for you. Tip your chip runner, dealer and tip your cocktail server.
