I imagine you are seeing Orthodox Jews as the ones walking to service.
To answer your question, no, their are several problems with riding a horse with or without a buggy besides for the fact it was specifically prohibited over three thousand years ago.

Jews have several denominations. The most religious are the Hassids, who wear all black. .. grow beards like they do in Pennsylvania, and are extremely Orthodox in their day life, fallowing some more than 600 rules which govern daily living.
The modern Orthodox are in colors, women can work, and in temple the men, like the Hassids, sit separately from women
Both of these groups do not work on Saturday at all, and that includes horse and buggy which needs manpower to hold reigns. There's also no cooking, because that's work. They eat cold stuff.
The Conservatives are more mid ground in approach, and some have been known to eat non Kosher foods, which include Shrimp and pork, which today can be cured of diseases, unlike in biblical times. They wear modern clothes and celebrate some major holidays, Their Sabbath prayer times in s usually a few hours, compared to all day
affairs of the most religions.
The reformed Jews don;t even usually wear Yarmulkes, those little hats. Their understanding is very short and sweet, so as to adapt to a rapid paced world. The Reconstructionists even go one step further, by adapting certain humanistic values from the world we lives in and relate these to each event and service and daily living. Their approach can be a one hour services and ornament everything else.
Jews For Jesus are just stat....and there are other sects.
