Literally it translates into " A PROVINCE NOT LIKE THE OTHERS" and yes it does have to do with Quebec and Canada and personally its a thorn in my canadian backside. I don't think any one province of one country should be any different from the next and specially seeing as its all based on an official language to boot ???? Doesnt make much sense to me.

Ah Quebec still trying to secede as usually.
it's a provice not like the others. Well its cause they speak french and the rest of canada is english. They even have a french language ministry that makes you speak french in offices and government building etc. In hotels at the reception there is even a sign that has to be posted that you conduct all business in French.
