Internet Explorer 7 has this thing with ActiveX:

"Version 7 is intended to defend users from phishing as well as deceptive or malicious software, and it also features full user control of ActiveX and better security framework, including not being integrated as much with Windows[8] as previous versions, thereby increasing security."

You can change it in your preferences to not prompt you when it encounters ActiveX.

have you ever empty out your (non everlasting information superhighway information) Folder and a similar including your Cookie folder. i know it says sometime now to not empty your cookies yet I actually were doing ths for years. yet another issue is alot of companys are starting to be smarter reason once you click the little pink X it would not always recommend it shuts it down..it basically make it popup. once you've a sturdy virus scanner this can help. also on your computer there's a software called Disk Cleanup..in case you run that's going to start up and then that's going to ask you what drives you want to scrub..examine off the C:stress and also that's going to allow you to know what information do you want to scrub..it has the non everlasting information superhighway information folder listed there also with recycled bin and more beneficial..in case you examine off what ones you should scrub it may actually help besides..and in case you try this every time you've issues it helps.. i am hoping this helps I desire you success

if you have a internet clean-up program, that could cause the problem with the active x. but from the way you describe it, it sounds like you may have been hijacked, run an anti-spy program or something like that to find out if you have any security issues.
also, have you changed your internet security settings lately?, try resetting them to default
or if you have internet explorer 7, try right clicking on the desktop icon and selecting ''no add ons'' this will attempt to open your browser without using any of the toolbars and various add-ons you may have installed.
have you removed anything from your pc lately?
also, you can try going into the internet options menu under tools, click on advanced tab and reset
