Grey area! Is it an improvement to the property or repairs and maintenance? It's deductible, but you might have an uphill battle on this one. It would be a good year to have a professional prepare your return so that they can represent you in case of an audit.

if this is an out of pocket cost and you are the landlord. Yes.
This is a maintenance and repair expense, completely deductible in your Schedule C.
