Depends on teh contex, in the contex your using off means 25% de rebajo.

off usually means "fuera" in this case it would be 25% fuera del precio completo, that is 25% de descuento...When in english you say off in spanish it usually means "fuera" o "lejos"...it always have this meaning of out of, away from
