That is not a good way for your mom to set an example.
Other than taking her to small claims court, explain to her that she has broken your trust in her and ask her to make it right.
Maybe she has fallen on hard times and cannot afford to pay you back. You could set up a payment schedule that she can live with.
Other than that, I would just chalk it up to experience and reflect on all those years that she has supported you.

If she is able to pay you back, I suggest you sit down and tell her how much it means to you to be repaid, and that you trusted she would do so when she could. Perhaps talk about a payment schedule that is reasonable.
After having some problems getting repaid myself I decided I would never give anyone money I really needed to get back. Relationships are sometimes damaged or lost over money. That seems so sad. So if I cannot let the money go, I don't lend it in the first place. Then if I get it back I am glad, and if I don't, I'm OK with that.
You can probably look at your Mom's history regarding money to see if this is going to work out for you. Then you decide of the money is worth the pain of trying to recover it.

I would take her to small claims court. But if it's your mom you probably don't have anything in writing. You may be able to get her on a verbal agreement. As I'm sure she DID tell you she was going to pay it back.
If that doesn't work, I'm afraid you are stuck.
And if your mom is having you take out a loan for her then odds are she doesn't have the money to give anyways.
If she does then any judge would have her fork that money over in a second.

It's your credit and you must pay or be sued and pay it.
Sue your mom or let it go and remimber next time she needs money.
