how much will I have to pay for a decent (not a 5 star and not a cockroach infested hole either) hotel near Mt Rushmore?

Depends on when you plan to be in the area. Keystone (closest town), currently $63 per night. All hotels in town are relatively new. Built sometime during the past five years or so. There are also other places to stay in Hill City (just down the highway) if Keystone is booked.
