does anyone know about a good free photo editing program where I can add blood and stuff to the picture?

Picasa, and photo plus are some of the best free picture editors.
btw if you buy an Epson all in one, or a printer, they also provide a free picture editor.
For blood marks, you can even add them to your pictures, with MS paint as well. Its now what software can do it? Its in fect how YOU do it!!!
