You bet God is responsible for suffering...
He's also responsible for the thing we call free will. We can choose to do good or we can choose to do evil. Without evil, there is no choice other than God, since God is all good.
God didn't exactly create evil. He gave human beings free will, which means they had a choice. In order for them to have a choice, there had to be something other than God for them to choose between, so "not God" became an option, and that's what we call evil. You could say God created evil and possibly not get laughed at, but I wouldn't recommend it.

Logical fallacy. First, "created" is not an equivalence relation. If it were an equivalence relation, then it would have to satisfy "If A=B then B=A", i.e. "If God created people, then people created God."
Second, although it is true that people do create suffering, not all suffering is caused by people.

This would be true if people were pre-programmed like computers. Since they are free moral agents, however, this logic is flawed. This logic indicates that all parents of serial killers/rapists/vandals/etc. deserve the same punishment as their offspring because they brought them into the world. Free Will aint a campaign to get Mr. Smith outta jail, it's the difference between us and the animals...
