My girlfriend owes lots of tax money. When I am filing on an online site it says she can pay later with a payment voucher. What is that, and does she have to pay by Apr. 14th? Can you pay in installments when you owe?

A payment voucher is just a form to send with the check or money order that has the account information and you put what you are going to pay. She needs to pay as soon as possible. If she can't, she can pay what she can and let the IRS send a bill or set up an installment arrangement. An installment agreement costs currently $52 for direct debit agreements and $105 for non-direct debit agreements) that is charged to set up the account. For eligible low-income individuals, the fee for entering new agreements will remain $43. Contact IRS and they can tell you what you need to do.

You are somewhat mistaken.

All the payment voucher is, is a piece of paper that you enclose with your check payable to the United States Treasury. It is only used to process your
return more efficiently within the IRS system. Thats all a 1040-V is.

In order to avoid penalties and interest later on, you must pay 100% of the tax due by April 15th. If you cannot afford to pay the entire balance, pay as much as you can and enclose an installment payment request with the return.

A payment voucher is a form with the amount of payment, the name, address and social security number of the sender on it so the IRS can credit the payment to the right person. See http://www.irs.gov/pub/irs-pdf/f1040v.pdf

She should pay on time if she can, or pay as much as she can. The IRS will make payment arrangements for any balance.

If you contact the IRS they will make arrangements normally. There are a lot of factors on how they set thte payments up, like income, out going income, etc.
I would contact them asap and make arrangement if there is no way the payment cannot be made in full by the 14th.
