UH...honestly, you're right, that is an extremely low GPA....all colleges have placement exams to determine what your qualifications are and what rank of classes you need to start off with to get you on to the college level courses.
Though I don't live where you are, but here in the USA, I work part-time at local college here and I teach/tutor part-time while I run my own business. from my experience, IT'S NEVER TOO LATE FOR ANYONE TO PICK UP WHERE THEY LEFT OFF AT AND MOVE FORWARD.
I admire you for recognizing the fact that you didn't work hard enough....that's a positive thing for you to say that. You're obviously mature enough for me to say that you've come to realize that there has to be something you can do for your future. Even if you have to repeat some of the work from high school to "get up to par" for college, GO FOR IT! It's a rough world to make it without an education. Unless you'd want to flip burgers for the rest of your life or even mop floors as a janitor somewhere, you won't get there. Don't be afraid, or lazy for that matter, to find out what your strengths are and your weaknesses are as well so you can take them and work with them to get you where you'd want to go.
If I were you, I'd see about vocational rehabilitation services and what there is available there in your area, so that you can work with someone that can coach you a little and get you on the track to where you want to go for your future.
Where you make the the will for yourself, there is always a way...don't be afraid and if you're mature enough to realize that you could've done better, then you're obviously ready to make the steps to get back on track....GOOD LUCK!

I suggest that you work for a bachlor's in a community college. If you do well, then you can apply for a master's in your university of choice.
