I'm trying to cut down on my computers boot time so I want to figure out what services and startup items take the longest to load from the hard disk. A program would be nice because I don't want to check every process invidually by booting my computer up with only one process.

You can use a Microsoft tool called BootVis. It will show you what happens at boot and can help you shave time off the entire boot process.

idk if there is a program that does that but what helped me was to go to msconfig type that in the run commands in win xp. go to start, run , type"msconfig" hit enter and click on startup and uncheck everything u dont need except for anti virus this will help make boot time quicker by loading fewer services at startup, the ones u dont need

I have never heard of such a thing. The only way i know is the way you already mentioned. But why worry about it? Just remove the items you don't need from msconfig or your startup folder. If you don't need them, you don't need them.
