If your plane is going from one city to the other within Canada, you will at least need a photo ID. The best one for travelling by AIR nowadays is a passport, but you may still be able to get by with a valid driver's license and a second piece of ID.

However, if the plane will be going on from the Canadian city to a US city as its final destination, you may not be allowed to board without a passport even though you are only going from Canada to Canada.

It is always best to confirm with your particular airline what will be required before you get to the airport (or even before you book the flight if you can).

Technically, no, but for all intents and purposes, yes. The thing is, you can't buy a ticket or pick up a boarding pass without presenting valid ID, and if you're in Canada, your US driver's license isn't going to be adequate, though it is for US domestic travel (little known fact -- if you have lost your US driver's license you can use your passport to travel domestically -- it is valid ID). The only thing that will be different is that you MAY not have to go through customs if you are traveling within the country. Not sure about that, though.
