Depending on the year, check with the state and the irs to find out what is the maximum you can make without filling taxes. However, if you make over that there may be special deductions that will give you a refund. Good luck!

Get a copy of IRS Pub 501 from the IRS website. It will tell you if you need to file or not.
Simply having no tax liability in and of itself does NOT mean that you don't have to file! And there's no need to go to a tax pro to get the correct answer to your question.

If you have a business and made over $400 then you need to file . If you make over the standard deduction and exemption amount for your status then you must file. There could be other reasons you need to file. Look at the link below and it could help you make a decision.

Call any H&R Block office, they ask you how much you made for 2006, if it's under a certain amount they'll tell you whether or not you need to file. This is information they will give you for free.
