personally, at this age kissing is probably as far as I would have gone. sex isn't something to rush into without looking at the risks and planning for every eventuallity. condoms do break, pills do fail. are you ready to be a parent?

"Too far" is anything she or you don't feel comfortable with. Ask her what she would and would not be comfortable with. It's the only way you're going to find out.
