I'm going to assume you have the tools available that I describe.
First, you need a boot disk, I recommend a WIN98 boot disk, it has CD ROM support included. Verify both fdisk and format are on it. If you need to, change the BIOS to make the floppy the first boot device.
Boot to the floppy and type fdisk. Here you will be given a menu. The first thing you want to see is what partitions are already there. Assuming there is one primary partition and it is the active partition, it's up to you if you want to set up additional partitions. If you want to delete or change the size of any partitions, they first need to NOT be the active partiton. You must have an active partition to format. when your done, exit fdisk, it will reboot, OK.
When it has rebooted, type format c: /s and enter. This formats and transfers the system files to the C: drive.
After it is done, reset your bios to make the CD drive the first boot option. The rest should be self explanatory. Win2k and above will ask if you want to convert your drive to NTFS, I recommend you do.

So, if promoting it: first use 'gdisk' (Norton ghost).
