He does this so that any other male dogs in the area know that he has already "claimed" them. This is to deter other males from being attracted to them.

The male is what is called the alpha male and he will mark his territory even if another dog urinates there.

he is basically letting all the other dogs on the planet,her included that they are int he same pack, and he is dominant

i have six dogs and they all pee in order, one on top of the other, the last to spritz is the intact male

Well,physchologically hes saying that the other dog is his dog,hes being territorial.
