Sure everyone will harp in say that the lowest crime rate in Central America is Costa Rica, but they would be wrong.
You want the lowest crime rate in Central America?
Try Belize. It was a British colony (British Honduras) until 1981. English is the official language, and crime is at a minimum. It's Chief of State is still Queen Elizabeth II.
Schools are excellent, and the beaches incredible. Their barrier reef is a divers' paradise.
Give it a shot.

Uruguay is the safest by far in South America. In Central America Costa Rica and Panama are very safe. Belize is pretty much safe but there are alot of crimes involving drug ttrafficking and stolen automobiles. The country is in a pretty tight location between Mexico, Guatemala and Honduras and therefore is serves as the crossroads to reach the Mexican Riviera and the Yucatan Peninsula.

Costa Rica, hands down. They have had a stable democracy since the late 1800s, and it doesn't have the problems with guerrillas that some other Latin American countries do. Not only that, but Costa Rica has no military and access to guns is very limited. What all of this basically means is that in most cases the worst crime that you will encounter will be a crime of circumstance, such as unarmed pickpocketing or thievery, as opposed to other countries where violence is more common.

Uruguay and Chile are definitely the lowest. Parts of Argentina are extremely low, especially the south. Costa Rica has quite a bit of crime, but is generally safe. There are a lot of illegal and poor Colombian and Nicaraguan immigrants that are at least blamed for the crime, even if they don't vause it, they may be a scapegoat, but the crime they are being blamed for definitely exists.

I think that Chile has the lowest violent crime rates, followed by Costa Rica and Panama. Panama's violence is largely concentrated in Colon however.

My guess would be Belize as it is small and mostly for tourists,maybe Panama too since we got rid of Noriega? As I said I am guessing.
