use the "select tool". I think default is the "hand tool"

If you mean "pdf" file as in Adobe Acrobat, then you may only highlight if you are creating the document. If you're really intent on highlight, print the file and use The Abusers' answer.

you will be unable to highlight or copy and paste unless you own the full version of adobe acrobat, not just the free reader.
