My question to you is, why wouldn't it? A felony is a felony. It never disappears from your record. Of course it will appear unless you know some head honcho at the Po-Po station that can wipe it clean, which I highly doubt. And that's not a good idea either even if you did, because it's another crime and, well, I'm going to school to be a lawyer so yeah... not a great idea.
Nevertheless, he can still get a passport. It might hurt if you ever try to adopt children or try to get a job in security, law, etc...

A felony is always on someones record unless it had be expunged. Whether or not he can still get a passport is entirely up to the passport agency.

I have no clue what laws they will have for the next year but this is the site for you to look through and even get information to contact your nearest office to get this information. As far as I know he should be ok.
