First, it was for the consumption of their own people and the allies. America is a democratic country. The establishment is answerable to its own people and the world opinion, at least the opinion of the people in the west and hence the propaganda.
Secondly, propaganda is also necessary to discredit the enemy of the USA in the eye of the world. They need to justify their war. Even if they want to kill a dog, they will have to give a justification. That is their tradition.
Now, it is beyond doubt, that the Establishment is discredited due to its war-efforts, it is trying to wriggle out the situation.

.A soldier's job is to "Kill". This is what they are trained for, not as police to protect and serve, not as good-will ambassadors
There are three things you never ask a soldier to do, do something stupid, run from the enemy, or give up territory once it has been taken.
Soldiers are killing machines, A soldier can never win a war that has a unidentifiable enemy.Because then everyone becomes the enemy.
All a soldier cares about is, his equipment, and his right to lawfully kill the enemy, it is his JOB. This is the only support he wants.
With this being accomplished, the soldier job is done
So why is he still there? To have a U.S. presence in every country that has something that the United State wants to control.
Iraq did not destroy the towers, Satan did, he can now claim many, many souls, those souls that worshiped the Beast. (money) You can not serve God and Mammon. Thou shall not be angry with his brother, without a cause (Thou shall not kill)
And the soldiers asked; "what shall we do?",
"do violence to no man"

It seems like the US government has jumped onto the american public's bandwagon... and that " I don't really support the war, but I do support the troops "... in a speech Bush gave about a week or two ago, he even used this idea to get more people to back him up, by saying " the people believe in their troops, and the troops do what I tell them to do therefore the people are behind me"
