Yes, the Army Reserve, National Guard and Inactive Ready Reserve can all be deployed. Each organization has different rules and regulations about under what circumstances they can be deployed, for how long and how often. For example the Army Reserves are supposed to have 2 years in between activations. I think it might have just been bumped up to 5. The IRR can only be activated and deployed with presidential authorization (yes he has authorized and he is deploying IRR). National Guard and Reserve units both did a lot of the work in Kosovo.
