It would be a spore forming bacteria. When under stress they form a spore and go into a state of suspended animation. They use no energy, produce no waste, and can survive like that for millions of years and "come back to life" when conditions are favorable. An example of this bacteria would be Clostridium botulinum, the bacteria that causes food poisining and produces the toxin that women inject into their faces to stop wrinkles

Yea, species of roaches will feed off of all of the other dead animals until they have all fully decayed. Once the food supply runs out, the roaches will eventually die out as well (as hard as that is to believe)
