I agree, take it down and start with a clean slate...it will be better in the long run.

Of course it would be better to remove the wallpaper, as the defects will show up in the paint also. If you really feel you need to just paint over the wallpaper, you'll need to use an oil-based primer before you put any paint on it. The reason is that if you use a latex based paint (which is water-based) this will begin to remove the wallpaper as you use water to remove wallpaper...

But seriously, it's so easy to remove. If you use a scoring tool (it looks like a pizza cutter with spikes) to run it all over the wall, every which way and then use blue windshield washing liquid for your car window in a spray bottle to spray the wallpaper everywhere, it'll come off easy as pie.... Just spray the wall everywhere after you've scored lots of little holes in it and scrape it off with a putty knife scraper. Then you can easily paint your wall and have no more defects!

Dont it is a mess think about it, you get old wall paper down with water and soap it is wet the glue on paper is water solubable it breaks down when wet. Paint is just as wet and it will make the wallpaper come down paint primer and all! Ask me how I know! I know! haha anyway take old paper down prime it and paint it to much work not to do it right! If possible remove the defective wallpaper and apply some drywall compound. Sand smooth and
then let dry. Apply a sealer and then paint.

This depends on your defects! If your defects are not sever you can fill them. If you have vinyl wallpaper it is recommended to remove it first then prep the wall. Spackleing compound is like drywall mud and is easy to use. use a putty knife or taping knife and fill seams and holes, sand smooth and texture and or paint.

take the wallpaper down? who in their right mind would paint over wallpaper...thats like hanging a picture over a hole in the wall to mask the problem and repair it...not to mention it will probably make your house value drop and look absolutely horrible...no offense.

bj; put quickdry over the holes and prime and paint. don't get it to wet as the wallpaper will come loose
