I rushed out of the house without my wallet to take wife to optometrist to have glasses repaired before they closed for the day, as she could not use them without causing her pain. made it in time but on the way home pulled over for a breath test, could not show drivers licence, officer fined me but said I could write a letter & probably get out of fine, as I have a 10year clean driving record.

I don't think a letter to the police will help you. You need to addess it to the judge. Just be honest and make your plea to the judge. If you're lucky you'll get one that is sympathetic.. or at the least, reduce the fine.

Most of the time when you show up on your court date and present you license they will generally dismiss the case but they are not required to .
Letters to anyone probably won't do much good except to create laughter at the police department or in the judge's quarters. . . .show up for your court date with your license and take your chances.
Driving without your drivers license is not a "moving" violation and will not affect your insurance rates.

police are not there to adjudicate, only to cite observed infractions. Take your license when you go to court and show judge and hope he drops fine
