1) Restrictions on free imports of goods.
2) Restrictive business competition laws. Only one satellite TV company !!
Korea was known as the 'Hermit Kingdom' for a long time whilst Japan and China at the same time were openly trading with western countries. This therefore means that Korea is much less understood by the western world.

Politically, Japan and China never get along well with each other, but business relations are tight and expanding. In other words, there is a mutual benefit between the two countries.
In the past, Japan learned a lot from China, including Kanji and Buddhism. So, there is a feeling of respect for China, though Japanese do not express it.
On the other hand, Korea (ROK) has no merit for Japan either politically or economically. But some of Korean movie stars are very popular in Japan. There are large Korean communities in Japan, and they are deeply melted into Japanese society, though.

North Korea is developing missles that can hit Japan, and Japan is worried. Especially if North Korea goes Neuclear.
North Korea is a sworn enemy of Japan. China is not a threat as it has more important things to keep it occupied than flexing it's muscles with Japan.

If you're talking bout South Korea well its only popular for its Pop Culture and companies like LG, Hyundai, Samsung etc. Other than that South Korea is not very popular in the tourist point of view since its such a small country, but Seoul is a nice city though.

To the world, Korea is less popular than the two countries. But to Asia herself, Korea is rising so popular way pass her neighbour, Japan.
Japan is more popular because they are one of the richest countries in the world. So people are used to Japan way long before Korea became wealthier.
China is huge and also a leading communist country. So the political rival with the capitalist in the West or esp. America makes it so popular.
I think Korea is doing great in promoting herself. So don't worry too much abt the popularity. I come from Vietnam and a lot of people still ask me if I have television at home. We drive Mercedes, BMW and TVs are plasma aqua screen. But nobody knows. Oh and it's Samsung too.

Japan is among the richest countries in the world and promotes tourism. China is just plain large enough and basically owns the name sake for being an Asian country. Korea right now is still considered a developing country even though it is drastically starting to become a economic powerhouse. But just give us some time. We Koreans no how to put it down. The Japanese might have the Wii but we got the million man army and nukes in north and south Korea!!! Pabo Megook lol

I think Korea is slowly becoming more popular with tourists, particularly from Asia. Korean movies, dramas, and music are really popular in Asia right now. I know a lot of people who want to go to Korea just to try and see their movie stars and singers. Plus, watching the movies and dramas you see what fabulous scenery Korea has.

"cause Boa sings in Japanese that's why." Seriously, people admire China cause there's so many of them and they are a global power and they are one of the few countries that don't have a trade deficit. Japan is considered cool because of manga and anime and videogames and stuff. And Korea has well...... KIM JUNG IL doesn't really do much for a country's image.
