What a terrible answer.
Meningitis can be caused by pretty much any virus going. There isn't a single virus that does it im afraid. I believe that there are some retroviruses that do cause meningitis, but HIV is not one of them.

No. The only retrovirus that affects people is AIDS.

Viral meningitis is caused by a different class of viruses.
