Regardless of past apparent questions...
Some people do not believe that National Guard is military. Here is the lowdown:
National Guard (army and Air Force) Military units that meet for training one week end a month and 2 weeks out of the year. During peacetime the National Guard is under the jurisdiction of the Governor of that state. During training they are (if their commanders are man enough to lead) to follow military regulations and training procedures. They are taught technical skills in their field as well as soldier training. During time of War they are activated to active duty status and fall under their branch of service. Even going to hot war zones and dieing.
A similar branch is the Reserve (army , navy and airforce) however, they may or may not have regular training but they fall under Federal control and can be called to active duty as above.
National Guard bases are bases that house and maintain guard units on a full time basis. These people are regular army types (though guard) with normal full duty jobs and pay and military benefits. A national guard unit just cannot go into a closed base and open it for two weeks and get training done.

SO, the protest was outside of the National Guard Base...and these were active duty troops that were protesting - according to your last post. Hummm...does not exactally add up to me.
Again, please provide a source for this protest. Failure to do so and asking made up questions only reduces the viability of your questions.
But, it is a military base...just only has personel there 2 days a month. It is part of the state militia, it is not a federal installation.

National Guard is civilian in nature just like the Policemen. Thus, its base is not a military base.

Maybe they mean it isn't a "regular" Military base cause they aren't full time. But with Bush in office most Guardsman are full time, but yes they are part of the Military.

No. yet he can bypass national take care of, and be lively take care of..... he may additionally put in for recruiter (if he's reenlisting he must be around e-5 and can placed his packet in) and get stationed in that area.

Because they are state owned facilities and not owned by the federal government. That's why they have armories, and to distinguish them from military posts they are refer ed to and named, camps.
