Who puts together what people are reincarnated into? is it a curse and a punishment to be reincarnated?

Reincarnation is an opportunity to learn and grow in love and understanding. If you are a man and mistreat women in this lifetime, it could happen that you would come back as a woman to better understand what it is like to be a mistreated woman

One reincarnates to evolve.......to have opportunity to learn to be the most enlightened being they can be.
It is a privelage and a gift. No one punishes or judges you btn incarnations. You evaluate your own life and choose what
is necessary for continued growth in the next one. Most souls incarnate as men and woman at different times to experience
things in that form. Again the soul chooses which sex the
learning experience is best learned in.

It is required that you experience both genders and parenthood. The rest is up to you. It's not a curse, you decide what you need.

I don't think so. I have never read or heard that from a buddhist. Maybe it is a Hindoo thing.
