Everything about "it" says no, but she tells me EVERYTHING..I dont understand? is she lieing...or any explinations?

First of all, it shouldn't matter. Otherwise, yes, it's perfectly normal for some girls not to bleed the first time, because they were either born without hymens or because they engage in a sport, such as equestrianism, which has stretched and torn this tissue already. Also, I don't know how or why, but some girls have severely under-developed kegel(or PC) muscles, meaning, they don't feel "tight". So, she may in fact be telling the truth, but if you don't trust her, you shouldn't be having sex with her.

You never know. If she tells you she is and you trust her then you will have to take her word for it.
