Depends on how you know them, aquaintances and friends can each serve a certain purpose. Like if someone is a coworker you don't want to write them off and cause drama at work. If they are a casual friend but they are fun to party with, call them only for girls night out. But if its your supposed best friend in the world or your significant other, its time to move on.

You don't "manage people". It's not your job and I've learned in my experiences that what anyone else does is none of my business. All I can really control and manage is myself and my own reactions to things. I agree with the others wholeheartedly. Simply remove yourself from such people.

Be polite, keep them at an emotional distance, always be a little too busy to spend more than a minute with them. Keep information about yourself to yourself, or what you say can/will be held against you.
