because they are afraid if they get rejected and the girl would break their heart

Because you havent learned how to FLIRT.
A guy responds to girls who are INVITING, not girls who are shut down and afraid.
You have to learn to flirt, that opens the door for the guy to speak to you and hit on you without feeling like a perv.
