Hello, i live in NYC, SI to be more exact and I m subscribed to Time Warner Cable, that gives my main channels, and the Dish Network which I have a language package for. the problem is the duplexer(or splitter) I use can never satisfy both of them. the one the dish people give me will give me the Dish Network and take away some channels from the cable and the one the cable people give me all cable channels but the dish netwrok doesnt work. So which duplexer (or splitter) can I use to make both of them work right?

Your best bet would be to hook up the Dish Network receiver up to the TV with the composite video cables (the yellow, white and red RCA jacks) if possible. This way, you'd select your video input to watch Dish, and then tune through the channels on your TV for cable. If you don't have video inputs on your TV and just the one coax connector, try your VCR. VCRs almost always have A/V inputs on them. Use that and hook up the cable TV to your VCR as well. Output goes to TV. You keep your TV on channel 3 or 4 and the VCR on at all times. Select Video Input 1 to watch Dish, and tune using the VCR's tuner to watch Cable.

I suggested those things specifically because no matter what combiner/splitter you use, the RF modulator on the DishNet receiver will block out your channel 3 or 4 on cable, and probably a good amount of the channels around it as well. The only other way around it is to turn off the Dish network receiver when it is not in use and that should pass the cable signal through no problem. Cable TV into Dish receiver, dish tv out to your TV set. No splitter. If the Dish network receiver is turned off, it can't interfere with the cable. Hopefully one of the solutions I've suggested will work out well for you.
