in the telecom industry it means that the device is remotely powered. for example, there is a repeater in an equipment vault. the vault has no power going into it, but the repeater needs power to operate. what is done is the repeater is placed in loop power mode. what this does is uses the power (typically 60mA current) from the data lines coming from the central office to power itself.

another example is your phone (assuming its not a cordless one). you dont plug it into the wall outlet (just the phone jack), yet it still works. thats because it gets it power from the phone line (loop powered).

Your question is a little vague, but it could mean that the device is powered from the wires it connects to. Like the old phones, they were powered from the phone lines and didn't require power from your house. This was very convenient when your power went out. The phone still worked.
