Have you considered doing a detox/cleanse?
It worked for me. It took me 11 days to lose 12 lbs and go down one pant size.
As far as carbs go, when on a cleanse "bad" carbs are not a good idea.

You don't need to remove carbs to lose weight. All that is required is exercise and a negative caloric balance each day. Start by doing 3 20min cardio sessions a week, first thing in the morning before your first meal.
Secondly, adjust your meals. Eat 5-6 times per day (fist sized portions) and include a lean protein source in each of these meals. This raises your metabolism and stops your body from eating muscle instead of fat when you are dieting. Also, eat low GI carbs rather than those high in sugar.
Another thing to note is that you cannot 'spot reduce'. Your body will drop fat from everywhere at the same time, not just your stomach area. Ab crunches will do nothing either - you must maintain a caloric defecit each day. Healthy weight loss is in the region of 2-3lbs per week depending on your genetics, diet and exercise.

First, good job on realizing that low carb diets are bad. The most effective way is to have six small but well balanced meals to keep up your metabolism while minimizing empty calories. Your carb sources should be high in fiber (oatmeal, sweet potato, brown rice) and your protein sources should be lean. Avoid greasy foods and make sure that your sources of fats (small amounts) come from sources that are high in essential fatty acids (walnuts, flax, salmon).
A weight training program will increase your lean mass and allow you to burn extra calories 24 hours per day. Cardio is also good especially if you do interval training.
When you measure your progress, a measuring tape gives you more accurate info than a bathroom scale.

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories a day you need to maintain your weight. take 300-400calories off that number and thats how many you need to lose weight.
work out - cardio 4-6 times a week for 30-50min plus light weight weight training
8 glasses of water a day
5-8 servings of fruit and vegetables a day
instead of big meals eat 5-6 small meals a day (portion control)
no junk food, no bleached flower (e.g.white bread, pasta), no sodas

Concentrate on taking the inches away rather than reducing your weight.
Your weight is compoesed mostly of bones, muscle, blood, internal organs etc...You don't want to loose any of these do you? The body fat, the only one we should try to loose, is only about 12 to 25 % of the total weight, depending on your constitution and age. Here if my advice:
1) If you can't reduce the carbs, at least CHANGE the simple carbs to COMPLEX carbs. They take longer to digest, which gives the metabolism a chance to burn them, rather than immediatly depositing them as body fat for future use.
That happens with most of the simple carbs (such as all kinds of sugars, white wheat products: cookies, pasta, breads etc..).
Complex carbs use whole grain products or are from the fruits and vegetable families.
2) Do some slow motion aerobic exercise every day (such as a fast walk, slow jogging, bicking, elliptic machine, rowing, swimming, etc....) If you are not used to it, start with 10 min/day. Grow slowly about 10% per week until you are doing at least 30-40 min per day.
3) If you have a gym available, do some weight training exercises in machines. It is good to make your muscles toned, and toned muscles will burn energy even while you are sleeping.
4) Eat enough protein to allow your body to produce the enzymes it needs to burn the fat. No enzymes=No burning.
5) Drink at least 4 to 8 glasses of WATER (NO Sodas), every day. This helps the body to get rid of toxins generated by fat burning.

No easy answer here - you have to work at this! just eating less is not going to make you lose weight - its called eating healthy. Just eating less will actually lower your metabolism and you can actually gain weight if you aren't eating right! Works out will help wonders btw...
I am not that great at keeping up to date with my progress so I use a online service (from menshealth). It helps me chart my progress and keeps me up to date on how much I should lift each time and what exercises to do. They have a diet plan too, though I haven't used it. It lets you schedule workouts around your schedule, and your diet around what you like to eat.
