If its a purebred, there are seperate regulations for a standard and miniature of the breed. They are most often only bred mini-mini or standard-standard so that they stay seperate and breed pure. But breeds like poodles can have minis and standards in the same litter, any poodle that stays under 15" is a mini while any that grows bigger is a standard.

Miniatures are particular breeds. They aren't just "special" examples of the big breed.
