i wonted to know what is the best exercise to tighten up the top part of my legsand if walking helps with this

Walking is the best thing to do to tighten your upper thighs. I've been walking about 45 minutes everyday for a week now and I can already tell a diffenence.My legs look better and they look tighter and not so flabby. And as long as your moving all that flab around while walking it has to tighten up in some way or another. Oh and try some leg weights they will tighten up your calves. And maybe try some on your wrists. If this doesn't tighten them up try jogging or a slow sprint.

Walking doesn't tighten anything. Running will.

Your thighs? Probably not. If you want thin thighs, walking is probably not the answer, because it builds up muscle and your thighs will still be big. It may tighten them up some but they will most likely still be big.
