Depending on the girl of course. If she is very active, has lots of friends around her everytime you see her, than you should level yourself to that girl - be active, and have a couple of friends around you all the time. And then while you both talk to your friends, look straight at her, but keep talking. If you'll exchange looks, then you achieved your goal. She noticed you. Keep staring until she turns away. If you keep looking at each other for 4-5 seconds. Congratulations. The same result can be achieved if you look at each other 1-2 seconds, but you do that every 5-10 minutes, non-stop when you are next to each other.
If she is shy, then again - level yourself to her personality. Don't be so active, be shy yourself. And then continue with part two of my first paragraph - the "staring" part. Good luck!

Just sit next to her when you get a chance and actually care about what she has to say.
If you don't know her yet then ask if you can sit next to her and then have a nice conversation.
Girls love to be considered.

try talking to her about school and stuff like that
like tests.classes, teachers,homework, if you are both in the same class talk about that class

if guys arent friendly to me, and dont make me feel special, i dont even bother thinking about them. talk to her and pay a lot of attention to them. be really friendly and open. joke, but dont be obnoxious! good luck
