You can get a loofah, or buff puff, and gently, with a little bit of body gel, go over the area where the ingrown hairs are. Remember, gently. You can even use a dry loofah on your skin, (minus the shower gel) and just gently rub the area. This will remove the top, dead layers of skin, and over a few days, expose the ingrown hair. You can also buy gentle body scrubs that will assist in removing the top layer of skin a little faster, but you really need a gentle one for down there. If they're really bad, and you get them a lot, maybe head to the doctor or a dermatologist and see what they can do for you. You should also try and exfoliate every time you hop in the shower, and not just on areas where you think there might be ingrown hairs. Daily exfoliation will help remove dead skin and leave you skin looking a lot healthier and even glowing.

When you recognize an ingrown hair, look to see if you can see the hair under the skin.
Once you can, hold a warm compress against the skin in the area of the ingrown hair to soften it. Hold the compress against the skin for several minutes. You may need to repeat the compress a few times throughout the day before you are ready to remove the ingrown hair.
Use tweezers to extract the end of the hair from the skin. If possible, avoid plucking the hair out. Instead, try to lift the end out of the skin.
A more drastic step is electrolysis, which permanently removes hair.

This works better and is milder than exfoliating.

Hm mm how delicate is that.
I do not honestly know.
I would get professional help.
Perhaps your GP could point you in the right direction.
