Yup, which is why open source is such a life saver. For photoshop, use GIMP. For Windows XP/Vista, use Ubuntu. For anything else you could imagine, visit osalt.com. All 100% as good and 100% free. After all, the best things in life are free, and computers are no exception.

Yes, Photoshop CS2 (the full version) generally runs from about $599-699, depending on where you look. Believe me when I say it's worth the price though, it's an excellent program. However, unless you plan on going into graphic design as a career, you probably don't need to purchase the full professional edition.
What you need to do is, if you're still in school/college, go to Academic Superstore (I'll include a link in the sources) and purchase the Education Version, which is licensed for non-commercial use. If you're not planning to use it in a commercial environment, or for profit, this one has everything the professional edition has, it's just not licensed for commercial use. You have to provide a copy of a student ID or some sort of ID that shows that you are enrolled at some sort of educational facility.
You might want to wait just a few months, though, because Photoshop CS3 should be coming out here fairly soon, I've already been running the beta, and it's got some great improvements over CS2, and it'll be fairly close to the same price as CS2 once it's released.
Also, don't listen to those that say that there is no difference in Photoshop 7.0 and CS2, there are HUGE differences. You can assign your own keyboard shortcuts, it has several new tonal adjustments (Shadow/Highlight and others), new filters (which I personally don't use very often), smarter sharpening and blurring options, adjustment layers, which allow you to make adjustments that can be turned on and off without affecting the original image, and several other tweaks that make it SO much easier to use than 7.0 (and I have the chance to use both very often, so I do know the differences!)
I'll agree with the person who said that it can be very complicated to use at first. Yes, it certainly can, but with some practice, it'll become second nature. The reason it's so complex is because you can do so much with it. It takes a while to learn how all the tools work. I've been using it for over three years now, and I LOVE it. If I can manage to make some money between now and then, I'll be buying the upgrade to Photoshop CS3 when it comes out. :)
Oh yeah, and also, Academic Superstore has the entire Creative Suite 2 (Acrobat, GoLive, InDesign, Illustrator, Photoshop, Bridge, ImageReady, and Designer) for only about $100 more for the education version of ALL those programs, so you may want to look into that as well.

Yes. Photoshop is SUPER expensive and really complicated to use. By the time you've bought it and used it, you'll find it's too complicated for you to even bother trying to figure it out. lol. But yeah. If you'd like something cheaper, I think paint shop pro runs in the area of $100 to $200. Or if you want something completely free, go for photoplus 6. Find it at www.freeserifsoftware.com. I absolutely love it. I use it all the time. I even used it today. It's perfect. It produces great graphics, its simple, and is overall the best image editing program I've used. Get it!

no not at all. basically, photo shop 7 is the same thing as photo shop CS2. its cheaper by 200 dollars. then there is adobe photo shop premier which is 100 dollars that has all the features of photo shop, the thing it doesn't have is a few layer effects. best bet, go wit premier!

Yes, it really does. You could try getting another quote from Microsoft.com or from Ebay.com, but Photoshop usually runs very expensive.
