As far as I know, those "top" belts are now called paper titles. All of them are corrupt and most of them proclaim the wrong champion. One of them even has a "super" champion. Wow. Anyway, I think you are looking for the following: International Boxing Federation(IBF), World Boxing Council(WBC), World Boxing Association(WBA), World Boxing Organization(WBO), and the International Boxing Organization(IBO, which makes use of computers to determine the "true" champion.) I think they are ridiculous. I think they should form some kind of pact and just have one belt for every weight class. Thus, we have real champions.

The top belts are those given by the World Boxing Council (WBC), World Boxing Association (WBA) and the International Boxing Federation (IBF). These sanctioning bodies are the most prestigious organizations in boxing today. A boxer from any weight class who holds all three belts is considered the undisputed champion. There are other organizations now gaining reputation such as the WBO, but at the moment WBC, WBA and IBF are still tops.

The top belt is called the lineal champion. The man that beat, that beat the man, that beat the man, etc. It all depends on the belt that the lineal champion held(IBF,WBA,WBC,WBO) The lineal champion, say in the Heavyweights, the first champion was John L. Sullivan who lost to Gentleman Jim" Corbett, who lost to Bob Fitzsimmons, who lost to, ect. When Lennix Lewis retired as the lineal champion not many can get that title. Evander Holyfield who beat Lewis before, and is on the comeback and if he regiains the title, would be considered lineal champion . He beat the man, that beat the man and has the title.
