God does Love us and it is humans who make the choice of Heaven or hell. We make mistakes on this earth and we can be forgiven, if we ask our Heavenly Father. It is all up to us. God's laws are written. For Generations humans have dis-obeyed God's Commandments. Parents are to teach the Children and pass the knowledge on down from Generation to Generations. But they have failed to teach the Children God's word. So this is where we get the poor pathetic so called bad people. Also God is a Forgiving God and I do think the so called bad people can be saved. God does not want anyone to suffer. People do it to themselves. So Sad !!

There are two things that come to mind when I read your question:
First, although many churches tell that a person who is condemned to "hell", suffers immeasurably in horrible torment that lasts forever and ever. Well, according to the original manuscripts, from which I study, that isn't so. What the Texts tell us is that when Christ returns, it will usher in a 1000 year period of teaching and disipline, both of which are needed badly. Nobody will be in hell or anywhere else except right here on good 'ol earth, until the end of that period of teaching. All will have every opportunity to learn the truth. This is not to say that everyone gets a second chance, its just that with what is being taught (or NOT being taught, better said) God knows that most people don't even have a prayer of a chance to learn truth.
The judgment does not happen until after this teaching period. Those that still choose to go against God will follow Satan into the lake of fire, which will only be in existance for as long as it takes for those worthy of it to step into it. They will be turned to ashes from within; the only thing that will be forever and ever, is the smoke of them that rises up into the air forever and ever (smoke does that) - its just an idiom meaning: done, finished, gone, kaput....
Then the lake of fire itself is done away with.
Nobody suffers beyond being blotted out.
Okay, that said: You mention that the punishment of God would not be very loving; well, I beg to differ. Free will has decreed that God will not interfere with man and his choices in this flesh age. How would you feel as a parent, if you had to watch your own children, who you love, suffer at the hands of molesters, liars, murderers, etc. - It would be due to the love God has that he would punish those worthy.
Just as a parent who would love to get his hands around the very neck of the guy who molested a son or daughter. Vengence belongs to God, and He, as our Father, deserves to have it. He is so very loving,
and because of that love, nobody who has hurt one of his own will get away with it;
Anything less than that would show Gods lack of love, I believe.

The point is, man has the opportunity to choose where he will spend eternity. If he chooses God he goes to heaven. If he chooses not to follow God he will not go to heaven. Hell is a place of suffering only because when judged people will stand before God and see the truth clearly. If man chose not to follow God, he will be separated from God for all eternity knowing the truth about what he rejected. There will be no relief from the truth. God doesn't want that but He will honor free will until the end.

God does not wish that any should perish/burn in hell but that all may turn into repentance, hell was created for the devil, his angels, and his followers. So enter into the narrow gate, for broad is the road that leads to desruction and many enter through it, but narrow is the road and the gate that leads to life and only a few find it.. Gods Speed!!!!

He doesn't want bad people to suffer in Hell His desire is that ALL will be saved and none perish. God desires all to repent of their sins and trust in His Son, Jesus Christ to save them.

He gave us free will. He doesnt want people to suffer in hell,but he does want to give us freedom. Whether we go to hell or not is our choice.

Think of the people who do evil things. What do you figure that they deserve? They deserve justice. Hell is all about justice. You go there if you deserve to. You go there if you reject God and do evil.
