An interesting question but I need clarification to know what you are getting at. If it is where the population are "at it" most I think someone else said Brazil and I would have to agree it is up there with Cuba. Amazingly in Europe I think Ukraine ranks highly - probably because it is so cold in the winter people have little better to do.
In Thailand males treat visiting brothels in a different city much like an English guy does visiting a new pub. I am serious, the in your face sex industry of the main cities is like 5% of a huge national problem, all very sad really.
If you are asking about where a girl will most likely to come on to a guy (and I do not mean a prostitute) I again think Cuba is up there (though police complicate such interaction in many places) and so are multiple African countries but in my experience this usually is fuelled by a desire to break the poverty trap.
For guys hitting on girls Gambia is supposed to be the place to go but the reasons are exactly as above.
I note many people mention France, Italy and Holland. It is true the former two at least have great romantics but not all romantics are as horney as you might imagine!
