You won't get it federally legalized, as there's currently no one in the US who can legalize it.

There are companies within the states that can help you with this.

They have crash certified bumpers, from what I understand you will also have to change the VIN number

Check around on the internet to find the Skyline import company

You can ship it here part by part, rebuilt it and register it as an original kit car. It can not resemble any other production car to qualify for this loop hole.
